Buying a Home at RAAF Base Amberley: A 2026 Guide for ADF
Your posting order has arrived and RAAF Base Amberley is your next location. For many ADF members, a posting to Amberley is the moment they decide to stop renting and buy a home in the Greater Springfield and Ipswich area instead. The timing matters, because Defence's Home Purchase Assistance Scheme links eligibility directly to when that posting order is issued.
The buying process around a posting comes with layers that a standard residential purchase does not: HPAS conditions, DHOAS subsidy certificates, live-in rules under Queensland's first home owner grant and duty concessions, and contract dates that have to fit around a Defence timeline. Getting the sequence right from the start is what keeps all of it on track.
The Brookwater Legal team helps clients across Greater Springfield and Ipswich with buying a home near RAAF Base Amberley, including handling the conveyancing and reviewing the contract before you sign.
Here is how the process generally works in Queensland and what ADF members posted to Amberley need to know about the legal side.
Key takeaways
- HPAS requires you to sign the contract after receiving your posting order.
- DHOAS subsidy certificates are valid for 12 months and cannot be extended.
- Queensland's first home owner grant is $30,000 for eligible new homes under $750,000.

What does buying a home near RAAF Base Amberley involve in Queensland?
RAAF Base Amberley is located in Queensland, 40km south-west of Brisbane, according to the Royal Australian Air Force. For a posted member, buying a home in the area means navigating a standard Queensland residential purchase alongside Defence-specific conditions that govern the timing of the contract, the assistance available and the live-in requirements.
The standard Queensland process involves a contract of sale, a cooling-off period of 5 business days, transfer duty, searches and an electronic settlement through an approved lodgement network, according to the Queensland Government and Titles Queensland. What changes for a posted member is the layer of Defence rules that sit on top: HPAS eligibility depends on the contract being signed after the posting order, and DHOAS eligibility depends on a subsidy certificate being in hand before the loan is taken out.
Queensland's seller disclosure scheme has applied since 1 August 2025, so any seller of an established home, townhouse or unit must give a signed disclosure statement and prescribed certificates before the buyer signs the contract, according to the Queensland Government. That applies to every buyer in Queensland, including ADF members.
What Defence housing assistance is available when you buy near Amberley?
Two Defence schemes are relevant to a member buying a home on a posting: the Home Purchase Assistance Scheme and the Defence Home Ownership Assistance Scheme.
Home Purchase Assistance Scheme (HPAS): a one-off payment to help a member and their resident family buy a home to live in during the posting, according to Defence. It is not designed to help buy an investment property. To be eligible, the home must be in the member's current or next housing benefit location or current family benefit location, the contract must be signed after the posting order is issued, and the member must expect to serve in the primary service location for at least 12 months from signing, according to Defence Pay and Conditions. The member or an eligible person must also be expected to live in the home for at least the next 12 months.
Timing the contract (HPAS): a member who signs the contract before receiving the official posting order is not eligible for HPAS for that home, according to Defence. This is one of the most consequential timing rules in a posted purchase: the sequence is posting order first, then contract.
Moving in (HPAS): the member must move in within one month after settlement. Where the home is bought after the posting order but before duty starts at the new location, the member must move in within one month after the earlier of the day duty begins there or settlement, according to Defence Pay and Conditions. HPAS may have to be repaid if the member does not move in in time.
Defence Home Ownership Assistance Scheme (DHOAS): a monthly subsidy on home loan interest for current and former ADF members who have completed a qualifying period of service, according to the Defence Home Ownership Assistance Scheme. Subsidy tiers depend on length of service: tier 1 requires a minimum of 2 years Permanent or 4 years Reserve service, tier 2 requires 4 or 8 years, and tier 3 requires 8 or 12 years, according to DHOAS. The subsidy certificate is applied for from the Department of Veterans' Affairs and is valid for 12 months from issue, with no extension available, according to DHOAS. It does not commit a member to a loan, and a DHOAS home loan must be taken out with one of three Defence-nominated lenders.
If a posting comes after moving in: if a posting order arrives after the member has moved in in good faith that they would stay for 12 months, DHOAS subsidy payments can continue while the member relocates. The member notifies the Department of Veterans' Affairs on a Change of Circumstances form before moving, with the posting order attached, according to DHOAS.
Costs covered and not covered by HPAS: reasonable solicitor or conveyancer fees, broker fees, government duties and fees such as Queensland transfer duty, and pest or building inspections can be claimed under HPAS, according to Defence Pay and Conditions. Building or land surveys, council rates, utilities and home improvements cannot be claimed.

How does a solicitor help with buying a home near RAAF Base Amberley in Queensland?
A solicitor who understands the ADF context handles every stage of the Queensland conveyancing process alongside the Defence-specific timing rules. The steps below describe what is generally involved.
Step 1: Talk to us
Get in touch and we'll explain how the process generally works and what the next steps look like, including what to have in order before the contract is signed.
Step 2: Review the contract before you sign
We review the contract of sale before you sign, checking the conditions, the settlement date, the deposit terms and any special conditions that affect your purchase. For a posted member, the contract date is critical: it must fall after the posting order is issued to preserve HPAS eligibility.
Step 3: Manage searches, duty and the seller disclosure documents
We carry out title searches and interpret the seller disclosure statement, check whether the seller has provided all required certificates, and lodge the transfer duty documents with the Queensland Revenue Office within the required timeframe. We also handle AML identity verification, which has been required for legal practices since 1 July 2026 under AUSTRAC's regulatory framework.
Step 4: Settle through the electronic conveyancing system
Settlement in Queensland is conducted through an Electronic Lodgment Network operator, PEXA or Sympli, as required by Titles Queensland from 20 February 2023. We manage the electronic workspace, coordinate with the lender and the seller's side, and confirm registration of the transfer once it is complete.

When does buying for a posting not qualify for HPAS?
HPAS is tightly linked to the official posting order, and several situations fall outside it. A member who signs a contract before the posting order is issued is not eligible for HPAS for that purchase, according to Defence Pay and Conditions. The scheme is also not designed to assist with buying an investment property, so a member buying a property they do not intend to occupy as part of the posting is outside the scheme's purpose.
Defence Pay and Conditions also sets a 4-year window: the contract must be signed within 4 years of receiving the posting order to remain within the HPAS buying conditions. Members posted overseas or to a specified or adjacent location face different timing rules and Defence asks them to contact the ADF Home Purchase and Sale team before signing any contracts.
Where a member already received HPAS or a previous Defence housing benefit at a location and still owns that property, eligibility for further housing assistance at the same location is generally not available while the existing home remains a suitable own home, subject to conditions in the Defence Pay and Conditions Manual. A solicitor or the relevant Defence area can advise on the specific position.
"For ADF members buying near Amberley, the contract date is the hinge point. Getting legal advice before you sign keeps the HPAS timing and the Queensland contract dates working together."

What are the common questions ADF buyers get wrong about this process?
One of the most common misunderstandings is treating the DHOAS subsidy certificate as a loan pre-approval. The two are separate. The subsidy certificate confirms the member's scheme eligibility and must be used to take out a DHOAS home loan with an approved lender; it does not commit a lender to providing finance, according to DHOAS. A member who lets a certificate expire and needs to restart payments will need a new certificate.
A second misunderstanding involves the Queensland live-in rules for the first home owner grant and the home concession. Both require the buyer to move in and live in the property as their principal place of residence within 1 year of settlement and for a continuous period thereafter, according to the Queensland Revenue Office. The Queensland Revenue Office pages reviewed for this article do not provide an ADF-specific exemption from these requirements, so a solicitor or the Queensland Revenue Office can advise on how the rules apply to a particular purchase.
A third area of confusion involves Defence aircraft noise. Defence says military aircraft noise can never be eliminated and that its Australian Noise Exposure Forecast maps are used by planning authorities to determine whether sites are suitable for development. Ipswich City Plan 2025 uses overlay mapping to identify constraints such as proximity to an airport. What those overlays mean for a specific property is checked through the council's mapping tools and a solicitor can assist with interpreting the results.
